NFL teams have submitted a total of 15 rule and bylaw change proposals to owners when they meet in Phoenix later this month, specifically five potential enhancements to the league’s replay review system.
The NFL Competition Committee has yet to weigh in on the proposals, nor any suggestions of its own. But until they are withdrawn, each of the team’s suggestions will at least be put before the owners.
